The City of Miami Beach has worked diligently to update its zoning code and ordinances to set design standards that better protect the City against flooding, sea level rise, wind damage, and extreme heat. The culmination of this effort has emerged in the City Resilience Code, which went into effect on June 6, 2023. The Resilience Code was created by the Planning department in partnership with Perkins and Will Architects, Inc.
The previous Land Development Regulations had been created in 1989 and had received numerous revisions to specific sections of the code, which resulted in a code that was cumbersome to read and comprehend. The Resilience Code replaces the previous 1989 document to improve clarity and cohesion while incorporating design standards that reflect modern techniques to address impacts of climate change. The goals for the Resilience Code are:
- Address climate adaptation and resilience
- Modernize, simplify and update the Code while protecting quality of life
- Safeguard historic preservation
- Ensure clarity and transparency in Code, Land Use Boards and permitting process
- Allow flexibility for Code updates over time
